Internation S&T cooperation issues

 

An integral part of the state scientific and technical policy of the Republic of Belarus is the international scientific cooperation, the legal basis of which is composed from international intergovernmental treaties and agreements. The Republic of Belarus signed and realizes more than 40 bilateral treaties on cooperation in the field of science and technology, in the framework of which Belarusian scientists and experts conduct joint research and developments with foreign partners, and are establishing strong relations with international scientific organizations. The relations with the World Intellectual Property Organization, The International Association for the Promotion of Co-operation with Scientists from the New Independent States of the Former Soviet Union (INTAS), the International Science and Technology Centre (ISTC), the International Centre for Scientific and Technical Information (ICSTI), the Joint Institute for Nuclear Research (JINR), the European Organization for Nuclear Research (CERN), NATO Science Committee, etc. are developing. In 2009, the scientific organizations of the National Academy of Sciences of Belarus performed international projects and contracts with foreign partners from 79 countries, including those in the framework of agreements on cooperation in the field of science and technology, concluded between the National Academy of Sciences and the academies and similar research centers around the world.



The scientific and technological cooperation with the CIS countries and the Russian Federation within the Union State of Belarus and Russia is priority and very effective for the Republic. Within the framework of the Joint Belarusian-Russian Program on development and application to commercial production of family of high-efficiency computing systems with parallel architecture, supercomputer of cluster level “SKIF K-1000” was created; it became one of the top 100 high-efficiency computing systems in the world. Its creation has confirmed the possibility of Belarus to find an independent way of development of competitive technology, the level of which meets the requirements of a wide category of consumers around the world.



Within the framework of the Union State Program “BelRosTransgen” Belarusian and Russian scientists are planning to make a major breakthrough in genetic engineering and to create, based on proteins derived from milk of transgenic animals, high-performance and biologically safe next-generation drugs, as well as special foodstaff. The emergence of the first transgenic animals, resulting from the implantation of a human gene into the DNA of goats, in the Biotechnology Center of the Institute of Animal Breeding of NAS of Belarus was the result of joint scientific experiments.



In close cooperation with Russian experts the first national Antarctic expedition was held in February – April 2006. Its main objective was the choice of the area of possible basing of the Belarusian Antarctic station, the work of which will be an important contribution to the development of the Belarusian science and will create the important conditions for implementing the activities of the State Target Program “Monitoring of the Earth's polar zones and maintenance of the Arctic and Antarctic expeditions during 2007-2010 and for the period of up to 2015”.



The experience of participation in the Soviet Space Programs enables scientists and experts of the Republic of Belarus to work actively in Space direction, including the creation of the Belarusian space system of remote sounding. The development and effective use of scientific and technological potential of Belarus in the development of space systems and technologies to solve socio-economic problems in the interest of sectors of economy, public safety, improvement of country’s level of science and education are the main objectives of the National Program for Research and Peaceful Use of Space for the years 2008 – 2012.



Union State Program “Cosmos-SG” for the years 2004 – 2007, in the realization of tasks of which more than 60 companies and organizations of Belarus and Russia take part, is aimed at the joint development of new perspective directions in the field of space technologies by Russian and Belarusian organizations. In 1999, in order to identify and effectively implement state policy for space research and use, special coordinating and advisory body - the National Space Council, subordinated to the Council of Ministers, was established. Belarusian Space Congresses, the first of which took place in Minsk in 2003, contribute to the coordination of the work carried out by organizations of the Republic, the development of priority directions of space themes, and extension of international cooperation in space research.



There are new prospects for international scientific and technological cooperation within the Eurasian Economic Community (EurAsEC), which unites six countries of the post-Soviet space - Belarus, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. In May 2006, the Interstate Council of EurAsEC approved a list of priority areas of science and technology for the development of inter-state target programs of EurAsEC, in the formulation and implementation of which the Belarusian scientists and professionals are planning to take an active part. In order to expand and increase the effectiveness of such cooperation, the President of the Republic of Belarus, A. Lukashenko, acting as the Chairman of the EurAsEC Interstate Council, initiated proposals on the development of inter-state target programs in the field of microelectronics, biotechnology, industrial and health fields, which were supported by partner countries. In May 2010, the first program – the Interstate target program of the Eurasian Economic Community “Innovative Biotechnologies” was approved.
