International cooperation of the Academy of the Ministry of Internal Affairs of the Republic of Belarus is exercised within the framework of existing international agreements, including interdepartmental, as well as direct contracts with the Academy of foreign higher education institutions, research institutions and other organizations.



The main efforts of the team focused on the implementation of national and international programs, participation in international projects, training of foreign nationals; academic exchanges of students and faculty members on a reciprocal basis with foreign partners, international conferences and seminars, as well as participation in them, the attraction of foreign professionals to ensure the educational process; promotion of educational services of the Academy at the international level to attract funding within the international technical assistance. Particular attention is paid to the establishment of direct contractual relationships with the specialized higher schools of the near and far abroad, as well as the implementation of treaties on cooperation.



1. Cooperation with international organizations and international projects. Cooperation is carried out with the following international organizations: The Evaluation Commission from the Swedish International Development Cooperation Agency (SIDA), the International Committee of the Red Cross (ICRC), International Organization for Migration (IOM), Organization for Security and Cooperation in Europe (OSCE), the Office of the United Nations High Commissioner for Refugees (UNHCR), the United Nations Development Programme (UNDP), the United Nations Office on Drugs and Crime (UNODC). A significant number of educational and other activities of an international character are implemented by the Academy with the support of these international institutions.



2. Training of foreign citizens. The most important challenge facing the Academy is to attract international experts and foreign specialists to ensure the educational process. Highly skilled foreign specialists, including representatives of the Border Committee of Finland, the MFA of Belgium, the MFA of Germany, the OSCE, UNODC, IOM and Interpol, are involved in this work.



3. Trips abroad and internship programs. Students and teaching staff of the Academy annually leave for abroad for business trips for training, research and dissertations, exchange of experience in organizing the process of education.



4. Organization of international conferences, seminars, competitions. The Academy regularly hosts educational seminars and conferences with the participation of foreign representatives, organizes training courses, roundtables, and lectures of foreign experts. Traditional international scientific-practical conference “Problems of fight against crime and training for the bodies of internal affairs of Belarus” and international scientific and methodical conference “Innovations in legal education: content, technology and management” became the greatest interest of foreign colleagues.



5. Legal and contractual work. Academy has established direct contractual relations in education and science with more than 30 specialized higher schools of MFA and the penal system of the countries of the near and far abroad.



6. The priority tasks of the Academy of MFA of the Republic of Belarus for international cooperation include:



• the establishment of direct contractual relationships with relevant institutions of education – strategic partners of the Republic of Belarus;



• active entry into the international market of educational services to train law enforcement professionals at the International Training Centre of training, skills training and retraining of personnel in the field of migration and human trafficking;



• raising financing, including through international assistance and international projects;



• improving the educational process and improving the quality of training through the creative use of international experience;



• intensification of cooperation with educational institutions and scientific organizations of foreign countries in areas of mutual interest, as well as preparation of joint publications of educational and methodical features.



International Training Centre of training, advanced training and retraining of personnel in the field of migration and human trafficking.



In the framework of the initiative announced by the Republic of Belarus at the International Conference of the United Nations on 5 March 5 2007 in New York, at the Academy of the Ministry of Internal Affairs of the Republic of Belarus, the International Training Centre of training, advanced training and retraining of personnel in the field of migration and human trafficking was established. Proposals for its opening were caused not only by advantageous geographical and geopolitical situation of the country, but also by highly estimated by international experts of the Belarusian legislation and effective law enforcement practices in the field of combating human trafficking, illegal migration and migration management.



The official opening of the centre was held on 19 July 2007. According to international experts of the EU, progressive legislation in the sphere of combating human trafficking and illegal migration was formed in the Republic, and a set of other measures aimed at improving the efficiency of modern threat of slave-trade and the security of our population were developed.



Belarus has launched a number of international initiatives that are based on global partnership and cooperation, one of which was the establishment of the International Training Centre on the basis of the Academy.



Functioning of the center serves the improving of business providing training, advanced training and retraining of specialists in combating human trafficking and illegal migration, as well as improvement of the efficiency of transnational law enforcement cooperation, international organizations and non-governmental organizations in this field.



Creation of the International Training Center was possible with support from the International Organization for Migration, which opens up new possibilities for achievement of common objectives in the fight against human trafficking and illegal migration, enhancing regional and interregional dialogue and partnership.
