Financing, facilities and equipment

 

Financing of the scientific, technological, and innovative activity in the Republic of Belarus is mainly from budget funds, which include innovative funds formed annually by state run public authorities at the expense of deductions from cost of goods, labour and services of organizations in their charge. In 2009 internal expenditure on research and development amounted to 882.9 billion rubles; the main source of funding was budget allocation, which amounted to 61.8% from the total cost for these purposes.



One of the priorities of the state scientific and technical policy is the material support of research and development. Since 1999, there has been a separate line in the national budget expenditure for funding the development of material and technical basis of scientific organizations (5.6% of their volume in 2009). This allows the material and technical re-equipment of scientific organizations of the Republic, to acquire the unique equipment and devices, and to upgrade existing scientific systems and installations. Most of the unique scientific equipment and devices is concentrated in the organizations belonging to the National Academy of Sciences of Belarus (39%), the Ministry of Education (24%) and the Ministry of Health (17%) of the Republic of Belarus. At that, the preference is given to the acquisition of expensive equipment for a network of centers of collective use, as well as to the development of priority directions of the research and development, and regional scientific organizations. In order to create favorable conditions for strengthening material and technical basis of science, on 4 April 2006 the President of the Republic of Belarus passed the Decree № 202, which released equipment and devices for research purposes, as well as the materials and parts for research, experimental and technological work from imposed custom duties and value added tax.



The potential of the national scientific instrument-making is widely used to update the material and technical basis of the Belarusian science. Thus, during the years 2001 – 2005, the development and production of the latest world standard specimens of unique installations and devices have been organized within the state scientific and technical program “Devices for research activities”. The state scientific and technical program “Standards and research devices”, designed for the years 2006 – 2010, aims at the development of unique devices and installations, taking into account global trends in scientific experiment, to accelerate scientific and technological progress in the Republic of Belarus.
