According to the fundamental law of the Republic of Belarus in science and technology “On state scientific and technological policy basics”, great attention is paid to the continuous improvement of the system of state regulation of scientific activity. The next step in this direction was the Decree of the President of the Republic of Belarus on 5 March 2002 № 7 “On improvement of public administration in the field of science”. According to which, the system of state run public authorities in the field of science is formed by the State Committee for Science and Technology of the Republic of Belarus, the National Academy of Sciences of Belarus (NASB), and the Higher Certifying Commission of the Republic of Belarus, the functions and powers of those are clearly delimited.



State Committee for Science and Technology, established in 1993, is subordinated to the Government of the Republic of Belarus and is a republican body conducting public policy, regulation and management in the fields of science, technology and innovation, as well as in the protection of intellectual property rights, and coordinating activities of the other state run public authorities in these areas.



The main tasks of the Committee include monitoring and analysis of global technological trends, preparation of proposals on building an innovative infrastructure and the creation of high-tech industries; ensuring the development of the system of scientific and technical information; monitoring the progress of scientific and technological programs, sections of scientific support of the governmental, industry and regional programs, innovative projects, international scientific and technological projects, as well as the production adoption of the results of completed research, experimental and technological work carried out at the expense of budgetary funds; planning the training of scientific personnel of higher qualification throughout the republic and within the branches of science, the control, in accordance with the established procedure, over efficient budgetary funds’ expenditure, etc.



Belarusian Innovative Fund; Belarusian Institute for System Analysis and Information Support in Scientific and Technical Sphere; regional centers of scientific and technical information; Republican Library for Science and Technology and National Intellectual Property Center, performing the state functions of the examination of scientific and technical solutions, trademarks and service marks, issuing protection documents, providing documentation on patent information, training the personnel in the intellectual property sphere, are subordinated to the Committee.



In Belarus, the conditions for the legal protection of results of intellectual work and its commercialization were created; and laws about patents on inventions, utility models and industrial designs, trademarks and service marks, geographical indications, legal protection of the topology of integrated microcircuits, patents on plant varieties were passed. In addition to the national patent laws, the relations of industrial property protection are regulated by the international agreements, in which the Republic of Belarus takes its part. At the end of 2009, more than 13.0 thousand patents on inventions, 6131 patents on utility models, 1872 patents on industrial designs, 248 patents on plant varieties, and 122 software products were registered. About 108.4 thousand trademarks and service marks, out of which about 90.4 thousand function today, were registered according to the national and international procedures on the territory of the Republic of Belarus. The realization of objects of industrial property according to license agreements on internal and external markets gets its development. In order to improve the public policy in this sphere, the Governmental Program for Intellectual Property Protection for the years 2008 – 2010 was approved and is being implemented.
